C-PACE for Municipal Governments is a free MGB Academy course for Missouri mayors, city administrators, council members, and economic development staff. It is offered by Missouri Green Banc, a 501(c)(3) nonprofit green bank in Chesterfield, Missouri, that administers the Missouri Clean Energy District — the statutory C-PACE authority under § 67.2800 RSMo, serving more than 300 member communities covering roughly 62% of Missouri’s population. Commercial Property Assessed Clean Energy financing gives commercial property owners in a community access to long-term private capital for energy improvements at no cost or risk to the community: the district carries the assessment mechanics, and the community is not a lender and takes no credit risk. Membership is adopted by council or commission resolution or ordinance. The course explains what NPCA — National PACE Capital Access — does and does not do, and how to talk about the program with property owners and staff. It runs 30 to 35 minutes across seven segments, is self-paced, and includes ten job aids.
