C-PACE for Property Developers is a free MGB Academy course on using Commercial Property Assessed Clean Energy financing in a Missouri development capital stack. It is offered by Missouri Green Banc, a 501(c)(3) nonprofit green bank in Chesterfield, Missouri, that administers the Missouri Clean Energy District, the statutory C-PACE authority under § 67.2800 RSMo. C-PACE provides long-term fixed financing repaid through an assessment on the property, which can displace more expensive capital and keep efficiency measures in scope through value engineering. Missouri assessments run up to 20 years, not exceeding the weighted average useful life of the improvements; terms of twenty-five or thirty years stated elsewhere do not apply in Missouri. The course shows how NPCA — National PACE Capital Access — surfaces capital providers whose criteria fit the deal and contractors suited to the scope, and covers eligible costs and the senior lender consent step across eight segments in 32 to 34 minutes. Developers complete it at their own pace and receive an MGB Academy course completion certificate.
