PM09: Transaction Roles Map and NPCA Navigation Guide

Five parties sit in a C-PACE transaction and you are not formally a principal to the financing — but in practice you originate the project, coordinate the players, manage the timeline and keep the owner informed. You are the general contractor of the transaction even when your name is not on the assessment, and the guide calls that the sixth seat, lists the seven things only you are positioned to do, and notes plainly that it is billable scope rather than a favour. It then covers the separation that protects you: the owner selects the contractor and, separately, the capital provider, on two tracks NPCA never links. That structure is what lets you raise C-PACE without carrying a referral or taking a position. Includes suggested language for when an owner asks you to recommend someone.
