Release is simultaneous to every Active matching provider — no first-look interval, no priority sequencing — and responses go directly to the owner. MGB does not score, rank, or recommend any response. Part A covers the project, property (including mortgage holder consent status), sponsor, scope, and financing request. Contractor selection remains a separate process on the contractor track under its own template, and nothing in this RFP affects or is affected by it.
