Missouri statute requires that the property owner receive an economic benefit from the project being financed. That is the standard, and there is no savings-to-investment ratio requirement. A savings analysis is still strongly recommended — not because a ratio is required, but because it is what makes the benefit legible to the capital provider and to the owner. The template runs five sections: project identification, the seven benefit sources with how to quantify and evidence each, a plain-language benefit statement with a worked example, the supporting analysis to attach, and a manager’s certification of the record. That last section is the point of the document — you are not certifying the engineering, you are certifying that you assembled the record completely and did not overstate the case to get a project done.
