The 2021 amendments added consumer protections for residential PACE only. These include a loan-to-value limit, required disclosure of financing terms and of tax-sale risk, and consideration of the owner’s ability to repay. The amendments also require the Missouri Division of Finance to examine residential PACE boards and their program administrators at least every 24 months. Commercial, nonprofit, governmental, and larger multifamily properties are exempt from those residential provisions.
