04: Economic Benefit Documentation Standard

The document that carries the program’s most important correction. Most design professionals arrive believing a savings-to-investment ratio threshold is the statutory qualification test. It is not: the requirement is that the owner receive an economic benefit, and no statutory threshold exists for the calculation to clear. The sheet explains why a ratio is still worth producing — the capital provider, the owner, and you each need something the statute does not require — and then makes the point that matters most: where there is no numerical gate to hide behind, the burden falls on judgment and documentation. Absence of a gate raises the standard of care rather than lowering it. Includes the full benefit-component table, an assembly checklist, and a do-not-write/write-instead table.
