C-PACE is either right for your building or it is not, and you decide by looking at four outcomes: return on investment, cash-flow neutrality, building value enhancement, and preservation of your operating capital. Fill it in on the building actually in front of you, and where you do not know a figure, that gap is itself the finding — it tells you what to ask for. The worksheet makes one correction along the way: the statutory standard in Missouri is economic benefit under §67.2815.1, not a savings ratio, which is why filling in all four return factors rather than the utility line alone is not busywork. If even two of the four outcomes matter on your building, the transaction deserves a serious look.
