EA03: Baseline Documentation Standard

A capital provider tests three things: your baseline, your savings methodology, and your cost basis. This covers the first, against a reviewer’s actual test — not whether your baseline is right, but whether they can reconstruct it from what you gave them. Seven elements with their requirements, from the data window through traceability, and a list of what fails review, where the finding may be correct but cannot be verified and so gets discounted. Includes the utility data request to send at contract signature rather than after the site visit, and a baseline record of documentation block to reproduce in the technical appendix. On gaps: state the gap, state what you substituted, and bound the effect. A baseline with a stated twelve percent uncertainty band is underwritable; one with an unstated gap is not.
