A brilliant finding on an ineligible measure does not finance. Eight eligible categories with typical measures and indicative service lives for the term screen, plus six commonly ineligible or conditionally eligible categories including deferred maintenance, retroactive equipment, and code-triggered upgrades. Findings run through three gates in order — category, permanence, economics — and a finding that fails gate one never reaches your measure table. Water efficiency and resilience carry an explicit confirmation note: do not present either to an owner as settled statutory eligibility. Findings that fail the gates still belong in the report, in a separate no-cost and low-cost section, which is the section most often quoted back to you when the owner recommends you to someone else.
