01 — NPCA Program Framework

The governing document of the platform. NPCA is a free, open platform connecting the three participants every Missouri C-PACE transaction requires — property owners, capital providers, and contractors — built on three principles: free at the point of use for all three, neutral with the rules of fit computation published, and funded as public infrastructure rather than by the parties whose neutrality it protects. The Framework establishes the two-track selection model in which the property owner selects one contractor and one capital provider from separately computed fit sets that NPCA never links, sets out registration for each participant type, and states plainly what NPCA does not do: it does not originate, underwrite, or hold assessments, does not pool or deploy capital, and takes no compensation tied to any closing.
