The Council is the advisory body of NPCA, and the Charter is careful about what that means: not a board, no control over MGB, no policy-setting authority. It is the structured forum through which MGB hears the capital community’s voice and the contractor community’s voice. Seats are earned by sustained contribution of time and expertise — not by financial contribution, fee payment, or tier purchase — and the Charter states explicitly that membership confers no commercial advantage in matchmaking, no priority access, and no preferred designation. Composition aims at rough balance between the two tracks. MGB commits to giving the Council a meaningful opportunity to comment on material document changes, and to reporting back what it did with the input and why.
